Consider the safety of the building. Fire is usually the main hazard that owners have to contend with. Ask your contractor what he can do to ensure that the parts do not easily caught fire and that the wires will not overload. Inquire about the possibility of adding fire extinguishers and the like. Additionally, ask how the place can be kept well ventilated to ensure the health of the animals.

The building codes that have to be followed can vary by location. These should be checked to ensure that the design is in compliance. You will also have to talk to your chosen contractor to ensure the needed permits will be obtained before any work begins.

Consider how much you can afford to spend and discuss the fees thoroughly. Aside from the total, note what these rates are based on. These are not the only expenses you have to consider. Once the building is finished, you will have to spend for maintenance and various other operational expenses.
