In the animal kingdom, there has always been a bias towards the stronger and powerful species. In most animals that have social groups, having a leader is essential to a community survival. For mammals, the greatest example of groups is wolves. For most of their adult lives, they spend it together with a pack. Thus to actually be a great leader and have the support of people, one must possesses a certain level of qualities that are desired by those that wish to follow. Having a strong sense of determination is a good thing to have. As a mans life is filled with failure and distractions, having the determination to work pass those is rather important.
Another important one is having the vision that is needed. Leaders need to have this in order to proceed further into the future. Having a vision for what the nation will become is needed as having ambition for ruling. Without it, the empire will become short sighted and crumble upon itself.
But this last one is probably the most important one to have of all. Having the charisma to charm people into becoming supporters and allies is crucial to becoming a success. Without it, followers will not be convinced that the path they are taking is the right one.
